Facility members must be licensed by the Pennsylvania Department of Public Welfare to provide secure detention services and may also include shelter and residential beds. Facilities that were licensed as secure detention, but reclassified their secure beds to operate a detention alternative will be grandfathered as members for as long as they continue to offer beds for delinquent youth.  Each member facility is entitled to one (1) vote.
